Is there any way to shut a place like this down?

I almost went to a place in VT to look at a horse. It sounded great, and was only $1000 because they got him for free, and he just needed a good home. Yeah right! I talked to my instructor, and she said not to ever go there, because it is SO sad! She went to look at a "well trained hunter pony"..they brought out an ugly pulling pony with a cataract in one eye, some skin problem, and a big gash above it's eye. There were about 30 horses crammed in a tiny paddock, and they told her they were getting 30 more later that day (yes, putting them in the same paddock). Guess what...EVERY SINGLE HORSE has that same huge gash above it's eye! How weird! Anyone know why? My trainer told me to ask Regan about her horse Buster she got from there (Regan used to board with my trainer. I've never met her, but we talk online). I asked her, and she also told me it was horrible. Buster came home with that same huge gash above his eye. He was scared to death of this 15yo girl, and everyone. He colicked the day after they got him. He's been doing amazing, and they have formed a great bond though. Both my trainer and Regan told me that one horse there got stuck in a random barrel, and the owners were laughing about it. My instructor tried to get it shut down, but they said there was nothing they could do, since it's considered a meat farm, and it doesn't matter what conditions they are in. =( Do you know if there's any way I could get it shut down?
