Rabbit being neglected by neighbour?

You keep calling the authorities and keep having them back out to check on it. In many places they're limited by law in what they can do and actually have to come out multiple times before they can take away the animal because they have to give the owner the chance to start taking care of it better. It sucks, but that's just the way it is.
