What do I do next if a contractor did a bad install on cabinets & granite? I haven't paid but fear a lien?

I don't know if he is licensed or insured. I already sent a certified letter to stop remaining work and a list of multiple problems. I did not sign a contract but have a written proposal. I'm waiting for a response from him.
