Why did PayPal charge me so much?

I just opened a PayPal account today and had my mom send me 1 dollar from her PayPal account to mine to see how it works. To my surprise, they took 33 cents of the 1 dollar! Is this a flat charge that they always do or do they seriously take 1/3 of everything you receive? I was thinking about using PayPal to receive payments for my services online but now I am reconsidering. I read that transfers between PayPal accounts were supposed to be free but apparently, this is not always the case. Anyone know why they charged me so much for a 1 dollar transfer between two PayPal members (she is a verified member while I am still waiting to finish the process.)
